Starting tomorrow, January 1, 2014, President Obama will begin to impose, under the rubric of the Patient Protection and Affordable Care Act, taxes that no Congress ever authorized and the PPACA expressly precludes. Indeed, imposing these taxes is the exact opposite of what the PPACA permits the president to do. Yet President Obama audaciously claims Congress intended for him to do the exact opposite of what the law permits.
