Unemployment Rate May Soon Start with a '3'

The unemployment rate is likely to fall below 4% from the current 5.5% rate, presenting “interesting” policy-making challenges for the Federal Reserve, a former U.S. central-bank official said Monday.

Most forecasts have the unemployment rate flattening out just above 5% as more workers, now on the sidelines, returning to the labor force.
